매년 6월21일 프랑스 전국에서 밤새도록 열리는 “음악 축제” (fête de la musique)를 이제 우리나라에서도 함께 즐기게 되었습니다.

1982년에 시작된 프랑스의 “음악 축제”는 프랑스인이라면 누구나 즐기는 아름다운 축제입니다. 전문적인 음악가가 아니라도 자신만의 색깔을 지닌 음악을 연주하고, 이들의 열정을 아껴주는 사람들이 함께 음악을 사랑하며 감상하는 이 날의 축제는 프랑스인은 물론 세계의 많은 관광객들도 함께 하는 추억의 자리입니다.

서울특별시 서초구 반포4동의 서래마을은 현재 우리나라에서 가장 많은 프랑스인들이 거주하고 있는 곳으로, 프랑스 국기를 본따 만든 보도블록과 프랑스어로 적힌 이정표, 레스토랑의 간판 등 이국적인 풍경을 지닌 곳입니다. 서래마을 자체가 완만한 언덕에 자리하고 있기 때문에 ‘한국의 몽마르뜨 언덕’이라고 부르기도 하며, 최근에 문을 연 공원을 자연스럽게 ‘몽마르뜨 공원’이라 이름 붙이게 되었습니다.

6,000여평의 반포배수지 터에 만든 몽마르뜨 공원은 반포와 서초동 일대가 한 눈에 보이는 전망 좋은 곳으로, 조용하고 시원한 휴식공간입니다. 이곳에서 2008년 6월 21일 “제1회 반포 서래 한불 음악 축제”를 개최하게 되었습니다.

CHARTE INTERNATIONALE FÊTE DE LA MUSIQUE

La Fête de la Musique, lancée en France en 1982, a connu des développements internationaux remarquables depuis vingt-deux ans. Cet événement dédié à la musique vivante sous toutes ses formes, ouvert à tous les publics sans discrimination, est unique dans sa dimension internationale. En effet, chaque année, le 21 juin, la Fête de la Musique est célébrée simultanément sur les cinq continents,
grâce à de nombreuses manifestations adaptées aux spécificités de chaque pays.
Elle fédère aujourd’hui dans plus de 120 pays et environ 250 villes des acteurs très divers: établissements culturels et scolaires, réseaux diplomatiques, municipalités, collectivités locales et territoriales, ministères de la culture, associations, professionnels de la musique, artistes, écoles de musique, conservatoires, etc. Ces organisateurs publics et privés témoignent, à travers cet événement
commun auquel ils participent dans le respect de ses principes fondateurs, de leur volonté de favoriser une meilleure connaissance des réalités artistiques actuelles de leurs pays, et de développer les échanges avec d’autres communautés et pays.

Dans cet esprit, la Fête de la Musique se fonde sur les principes suivants :

1 - La Fête de la Musique se déroule, chaque année, le 21 juin.

2 - La Fête de la Musique est une célébration de la musique vivante destinée à mettre en valeur l’ampleur et la diversité des pratiques musicales, dans tous les genres de musique.

3 - La Fête de la Musique est un appel à la participation spontanée et gratuite qui s’adresse aussi bien aux musiciens amateurs que professionnels.

4 - Tous les concerts sont gratuits pour le public. Les organisateurs s’engagent à promouvoir, dans ce cadre, la pratique musicale et la musique vivante, sans esprit ni but lucratif.

5 - La Fête de la Musique est une journée exceptionnelle pour toutes les musiques et tous les publics. Elle doit rester une manifestation ouverte, source d’échanges et de découvertes.

6 - La Fête de la Musique est aussi souvent que possible une manifestation de plein air qui se déroule dans les rues, sur les places, dans les jardins publics, dans les cours...

La Fête de la Musique est l’occasion d’investir ou d’ouvrir exceptionnellement au public des lieux qui ne sont pas traditionnellement des lieux de concerts : musées, hôpitaux, édifices publics...

Les organisateurs s’engagent à respecter l’esprit et les principes fondateurs de la Fête de la Musique tels qu’énoncés dans cette charte. Ils confirment par leur adhésion à ces principes qu’ils souhaitent développer l’événement dans leur pays et/ou ville et prendre ainsi une part active à son rayonnement international.

6 21 오후 반포 4 서래마을에서 개최될 음악축제에 관련하여.

행사는 서울에 거주하는 주한 프랑스인 프랑스어권 거주자들과 서래마을 주민 여러분들과 함께 준비하고자 합니다.

초저녁까지는 학생들이 주축이 되어 준비될 여러 음악 행사들이 서래마을 거리 곳곳에서 열릴 계획입니다.

작은 경품 행사가 서래마을을 방문할 사람들을 위해 준비될 것입니다.

그리고 저녁에는 서래마을 음악거리를 방문한 사람들을 몽마르트 공원으로 자리 이동을 유도하고자 합니다.

그곳에서는 여러 음악가들의 편안한 클래식 음악이 연주되고 가능하다면 바베큐, 피크닉 같은 작은 노점을 준비 하고자 합니다.

사회자가 진행하는 젊거나 활동적인 방문자들을 위한 장기()/노래자랑 행사를 준비하고자 합니다.

행사는 다음과 같은 소중한 분들의 도움을 받고 있습니다.

June 21st French Music Festival

The Fête de la Musique, also known as World Music Day, is a music festival taking place on June 21, which is usually the summer solstice.

The Fête de la Musique began in France and has since spread to Belgium, Britain, Luxembourg, Germany, Switzerland, Costa Rica, Israel (in Tel-Aviv), China, India, Lebanon, Malaysia, Morocco, Pakistan, Philippines, Romania, Colombia and other countries. New York City held its first festival in 2007 and Seoul in 2008 !


The idea was conceived by French Music and Dance director Maurice Fleuret for Minister of Culture Jack Lang in 1981 and first took place in 1982.

Its purpose is to promote music in two ways:

Amateur and professional musicians are encouraged to perform in the streets. The slogan “Faites de la musique” (Make music), a homophone of “Fête de la Musique”, is used to promote this goal.

Many free concerts are organized, making all genres of music accessible to the public.

The Fête de la Musique is one of the few nights of the year where, under French law, there is no noise restriction. The musicians can play all night without fear of neighbours calling the police.

When, in October 1981, Maurice Fleuret became Director of Music and Dance at Jack Lang's (former Ministry of Culture) request, he applies his reflections to the musical practice and its evolution: "the music everywhere and the concert nowhere". When he discovered, in a 1982 study on the cultural habits of the French, that five million people, one child out of two, played a musical instrument, he began to dream of a way to bring people out on the streets.

And thus, in a few weeks' time, the Fête de la Musique was launched on June 21 1982, the day of summer solstice, a pagan night which recalls the ancient tradition of Saint John's feasts.

Given the immediate success of this popular and largely spontaneous event, this gathering of professionals and amateurs musicians, with its new focus on all kinds of music, was the incarnation of a policy striving to give an equal place to amateur musicians, to rock, jazz, singing and traditional music, all of which were given a chance to be heard alongside so-called "serious" music.

The free concerts, the SACEM's support, the media's help, support from territorial municipalities, and participation of an ever increasing share of the population...made it one of the major French cultural events, in only a few years.

It began to be "exported" in 1985 (the European Year of Music). In fifteen years, the Fête de la Musique would be taken up in over one hundred countries throughout the five continents.

Though the European dimension remains the most visible one, now that Berlin, Budapest, Barcelona, Istanbul, Liverpool, Luxemburg, Rome, Naples, Prague and the French Community of Belgium, Santa Maria da Feira have signed the "Charter of the partners of the European Festival of Music", the Fête has also taken root in San Francisco, in New York this year, in Manila, and has practically become the national feast in many African countries, not to mention Brazil and Colombia.

An international success, a social phenomenon (a postage stamp is devoted to it in 1998), the Festival is also a showcase for new musical trends which it sometimes introduces, but always expresses : a renewal of traditional music, an explosion of world music, the development of choirs, the appearance of rap, techno, the revival of musical carnivals...
Tough its success is most obvious in big cities' hearts, many other dimensions lie behind : it visits prisons, shares the lives of hospital patients and personnel, brings together educational establishments and music schools, creates links between cities and suburbs, brings a fresh breeze to rural communities, highlights the months of efforts of an individual, a group, an association, or even an entire community. While avoiding formality, the Fête de la Musique naturally promotes democratisation of the access to artistic and cultural endeavours.

The success of the Fête is, more than anything else, due to the efforts of the many networks which are brought into play before June 21st. These can be institutional, like Operas houses, national and regional Orchestras, Chamber music ensembles, Conservatories, Music schools... or professional, like the Scènes de Musiques Actuelles (SMAC) and the Cafés Musique or the Antennes du Printemps de Bourges.

The success of the Fête is, more than anything else, due to the efforts of the many networks which are brought into play before June 21st. These can be institutional, like Operas houses, national and regional Orchestras, Chamber music ensembles, Conservatories, Music schools... or professional, like the Scènes de Musiques Actuelles (SMAC) and the Cafés Musique or the Antennes du Printemps de Bourges.

On this occasion, the major amateur federations ensure the involvement of all of their members throughout France, whether in the French Musical Confederation for Fanfares and Harmonies, or the A Coeur Joie for the choirs. Social and cultural institutions, as well as local associations, help to bring out the new musical expression. The vitality of the Fête also depends on the energy of the many volunteers who individually do their best to make sure this exceptional day is rich in spontaneity and in its expression of youthful abandon.

In a generation, the Festival displays its constant capacity to reinvent itself. Ingenious and vivacious, built on institutions yet choosing - like music itself - to live its life in the streets, the Festival is carried along by the people who bring it to life.

프랑스는 매년 621일 하루동안 프랑스 전역에 걸쳐서 음악축제를 한다.
정상으로 활동하는 가수와 밴드,클라식등등 생업을 하는 사람은 당연하거니와 그동안 혼자서 또는 여럿이서 쉽게 말해서 동아리 활동을 하는...또는 개인이 되었던 악기를 조금이라도 할 줄 아는 사람이라면 장소에 구애 받지 않고 어디서든지 어떤시간이든지 남의 눈치보지않고 자유롭게 연주할 수있다.
또한 길거리의 많은 카페나 레스토랑들이 자기들이 아는 밴드를 모아서 가게 앞에서 연주를 하게 하기도 한다.
